Welcome from the City Manager

As City Manager of the City of Kingsland, I am honored to serve our community by leading the daily operations of the city and advancing the long-term vision set by the Mayor and City Council. My goal is to ensure the highest quality of life for our residents through efficient services, responsible financial management, and collaborative leadership.

Responsibilities of the City Manager

The City Manager is appointed by the Mayor and Council to act as the chief administrative officer for the City of Kingsland. In this role, the City Manager:

  • Provides Organizational Leadership
    Oversees all departments and carries out supervisory and managerial responsibilities in accordance with city policies, procedures, and applicable laws.

  • Plans for the Future
    Leads the development and implementation of long-range goals, objectives, and strategic initiatives to ensure the continued growth and success of Kingsland.

  • Coordinates with Stakeholders
    Serves as a liaison to various committees, intergovernmental agencies, and civic organizations to foster strong partnerships and ensure cooperative and efficient relations across the region.

  • Promotes Collaboration
    Develops and implements innovative methods of collaboration with local, state, and federal agencies to enhance city services and leverage resources for shared goals.

  • Manages Grants and Capital Projects
    Oversees the planning, development, and administration of grant programs and capital improvement projects to secure funding, support community priorities, and drive long-term infrastructure and economic development efforts.

About the City Manager

Lee was appointed Kingsland City Manager in 2014 and has proudly served the City since 1995. With a local government career that began in 1985 with the Glynn County Board of Commissioners, Lee brings nearly four decades of experience in public service and administration.

Throughout his tenure with the City of Kingsland, Lee has also served  as both Assistant City Manager and multiple times as interim City Manager, providing steady leadership and continuity during periods of transition.

Prior to his appointment as City Manager, Lee played a key role in shaping Kingsland’s workforce and infrastructure. He served as the City’s Information Technology Director, where he modernized the City's IT infrastructure and played a pivotal role in transitioning Kingsland into the digital age. He oversaw the implementation and maintenance of critical technologies across all departments, enhanced cybersecurity protocols, and expanded the City’s use of data-driven systems to improve service delivery and internal efficiency. His leadership in this role ensured that Kingsland’s technology capabilities kept pace with the needs of a growing and connected community.

He has also served as the City’s Human Resources Director, where he established Kingsland’s first full-service HR department. In this role, he implemented city-wide policies for employee safety, recruitment, and training, and built systems that ensured regulatory compliance and supported employee development at all levels.

Through his leadership, Lee continues to ensure that the City of Kingsland remains a thriving, forward-thinking community and a great place to live, work, and do business.
