
CITY OF KINGSLAND HONORS CITY MANAGER LEE H. SPELL FOR 40 YEARS OF DISTINGUISHED PUBLIC SERVICE
KINGSLAND, GA — The City of Kingsland proudly recognizes Mr. Lee H. Spell for achieving an extraordinary milestone—40 years of dedicated public service on October 1, 2025.
“It is both an honor and a privilege to recognize a truly remarkable individual as he celebrates this incredible achievement,” said Mayor Day. “Lee Spell’s four decades of service exemplify integrity, dedication, and an unwavering commitment to the people of Kingsland.”
The ceremony was opened by Georgia State Representative Steven Sainz (District 180) who presented and read a formal resolution from the Georgia House of Representatives, commending Mr. Spell for his distinguished career and lasting contributions to local government.
The resolution stated, in part:
“Lee H. Spell has long been recognized by the citizens of this state for the vital role that he has played in local government and his deep personal commitment to the welfare of the citizens of Georgia... His significant organizational and leadership talents, remarkable patience and diplomacy, keen sense of vision, and sensitivity to the needs of the citizens of this state have earned him the respect and admiration of his colleagues and associates.”
The resolution further recognized Mr. Spell “for his efficient, effective, unselfish, and dedicated public service to the State of Georgia” and extended “the most sincere best wishes for continued success.” The resolution was formally adopted by the Georgia House of Representatives on October 9, 2025.
During the ceremony honoring Mr. Spell, Mayor Day issued and read a formal proclamation celebrating “The 40 Years of Public Service of Mr. Lee H. Spell.” The proclamation recognized Mr. Spell’s exemplary leadership, sound judgment, and unwavering commitment to the well-being of city employees and residents, proclaiming October 14, 2025, as a day dedicated in his honor in the City of Kingsland.
“NOW, THEREFORE, BE IT PROCLAIMED that the Mayor and City Council of the City of Kingsland, Georgia do hereby recognize and celebrate the exceptional career of Mr. Lee H. Spell, and extend to him the highest commendation and deepest gratitude for 40 years of exemplary public service.”
In addition to the proclamation, Mayor Day read a congratulatory letter from Governor Brian Kemp, expressing the Governor’s appreciation for Mr. Spell’s outstanding service and leadership to the citizens of Georgia.
Lee’s career in public service began in 1985 with the Glynn County Board of Commissioners, where he worked in Public Works Administration for ten years. During this time, he held multiple positions—including crew worker, radio dispatcher, and data entry clerk—showcasing his versatility and strong work ethic from the start.
In October 1995, Lee joined the City of Kingsland as the Information Technology Director, later taking on additional responsibilities overseeing Water Billing and Business Licensing. His adaptability and leadership quickly became evident to all who worked alongside him.
Lee went on to establish and lead Kingsland’s Human Resources Department, serving as HR Director for nearly 19 years. In this role, he developed the city’s classification and compensation systems, managed recruitment and employee relations, implemented training programs, and oversaw risk management and insurance administration—all with a steadfast focus on the well-being of city employees and residents.
His proven leadership and deep understanding of municipal operations led to additional leadership roles, including Interim City Manager and Assistant City Manager. In June 2014, Lee was appointed City Manager by the Mayor and Council—a position he has held with distinction for more than 11 years. Remarkably, he continued to balance his HR Director duties alongside his duties as City Manager, exemplifying tireless commitment to the City of Kingsland and its citizens.
As City Manager, Lee has guided the city through numerous challenges and opportunities with strategic vision and calm leadership. He oversees all city departments, manages budget development, and leads both short- and long-range planning initiatives. His ability to foster teamwork, encourage innovation, and maintain transparency has earned him widespread respect among colleagues, elected officials, and the community.
“Lee’s leadership style is defined by integrity, professionalism, and service,” the Mayor added. “His 40 years of public service stand as a testament to his remarkable career and his unwavering dedication to the people and communities he serves.”
